Leaders in have come under criticism for what is described as a growing decline in patriotism, a trend that observers say is increasingly affecting the younger generation.
The concerns were raised by the District LC5 Chairperson, , who faulted a section of leaders for failing to set a positive example despite holding positions of influence. He noted that patriotism should be a natural value among leaders, especially at a time when the continues to invest resources in civic education.

He attributed the erosion of patriotic values to weaknesses in the education system as well as a broader moral decline among leaders, warning that such trends are negatively shaping the attitudes of young people who often look up to them for guidance.
Duchu urged leaders to reflect on their conduct and reclaim their moral responsibility in society, cautioning that failure to do so could have long-term consequences.

He further warned that continued moral decay could produce a generation that lacks respect for leadership and societal values, noting that early signs of such behavior are already emerging among some children.
However, the LC3 Chairperson of Obutete Sub-county, , defended fellow leaders, arguing that it is unfair to generalize all of them as unpatriotic. While acknowledging that some leaders may fall short, he maintained that others remain committed to serving with integrity.

He added that although efforts are ongoing to instill patriotism among children, modern technological influences—particularly the internet—are undermining these initiatives.

The remarks highlight growing concern over declining moral and civic values in Pallisa District, with increasing calls for both leadership reform and stronger guidance for the younger generation to rebuild a sense of responsibility and national pride.
