Pallisa Leaders Urge Educated Persons with Disabilities to Pursue Jobs Amid Calls for Inclusive Hiring

PALLISA — Leaders in Pallisa District have called on educated persons with disabilities (PWDs) to actively pursue employment opportunities while also urging institutions to adopt more inclusive hiring practices.

The call was made by Pallisa District Speaker Joshua Omugit, who emphasized the need for confidence and persistence among persons with disabilities. He noted that many qualified individuals remain at home expressing frustration instead of continuously seeking job opportunities.

“There is a tendency among some persons with disabilities to lament over unemployment while seated at home, yet they are qualified,” Omugit said. “We are not disabled in the sense of inability—we are able to live differently. Our condition does not stop us from doing what others can do.”

He stressed that disability should not be viewed as a limitation, adding that many persons with disabilities have performed well academically alongside their peers.

Omugit encouraged a mindset shift, urging individuals to focus on their capabilities and remain determined in the job search process.

However, district councilor representing persons with disabilities, Joseph Egole, said the issue goes beyond attitude, pointing to systemic barriers in the job market.

“Educated persons with disabilities are trying—they apply for jobs like everyone else,” Egole said. “But in many cases, they are not considered because of their physical appearance or assumptions about their abilities.”

He called on the government to introduce stronger policies to promote inclusive employment, including a quota system to reserve positions for qualified persons with disabilities.

“There is a need for clear laws that guarantee representation in employment,” Egole added. “This will help reduce discrimination and give them a fair opportunity to contribute to development.”

The leaders’ remarks highlight ongoing challenges faced by persons with disabilities, including stigma, limited accessibility, and gaps in policy implementation.

Stakeholders in Pallisa say addressing the issue requires a combined effort—encouraging self-initiative among PWDs while ensuring institutions uphold fairness and inclusivity in recruitment.

As discussions continue, leaders maintain that with the right support and equal opportunities, persons with disabilities can thrive professionally and play a meaningful role in community development.
