RDC Orders Arrest of Corrupt Technical Staff in Pallisa District

By Alfred Opio

PALLISA — The Resident District Commissioner (RDC) of Pallisa District, Majid Dhikusooka, has directed police to investigate and arrest technical officers implicated in corruption within the district administration.

The directive follows reports from the office of the Chief Administrative Officer (CAO) alleging widespread corruption in some technical departments, particularly the Human Resource Office.

Speaking during a district engagement meeting, Dhikusooka expressed concern over what he described as increasing abuse of office and unethical conduct among public servants.

“There is corruption in the district, especially among technical people,” Dhikusooka said. “The CAO mentioned the Human Resource Office and promised to provide evidence. I therefore direct the District Police Commander to record statements from the CAO and ensure that those involved are arrested. It is a directive.”

According to the RDC, some technical officers are allegedly involved in extortion, manipulation of official procedures, and misuse of authority, practices he said have negatively affected service delivery in the district.

Dhikusooka instructed the District Police Commander (DPC) to work closely with the office of the CAO to gather evidence and ensure that legal action is taken against all officers found culpable.

“We cannot allow corruption in the district,” he emphasized. “Public servants are supposed to serve the people honestly and transparently. Whoever is found guilty must face the law regardless of their position.”

The RDC further revealed that investigations could also extend to some town council offices where similar complaints of corruption have reportedly been raised by residents.

He assured the public that security agencies would handle the investigations professionally and fairly.

The move has been welcomed by several residents and local leaders who have long complained about corruption, bribery, and delayed services in government offices.

Community members said the directive gives hope to ordinary citizens who have suffered due to unfair treatment and illegal demands for money by some officials.

“We fully support the RDC’s directive,” one resident said. “Some officers ask for money before offering services, and this has caused a lot of suffering. Arresting those involved will help restore trust in the district administration.”

Other residents urged police and district leaders to ensure investigations are conducted transparently and without favoritism.

The latest crackdown comes amid growing pressure on government institutions across Uganda to strengthen accountability and eliminate corruption in public offices.

Leaders in Pallisa now hope that the investigations and possible arrests will send a strong warning to public servants engaging in corrupt practices.

If effectively implemented, the RDC’s directive is expected to improve transparency, strengthen accountability, and restore public confidence in district service delivery.
