Tension at Pallisa District as Officials Clash Over Alleged Misconduct Claims

Tension briefly flared at the district council chambers in Pallisa District after a senior entrepreneurs’ leader publicly accused a district officer of alleged personal misconduct during an official stakeholders’ meeting.

The incident occurred during a meeting convened to discuss challenges affecting contract works and service delivery within the district administration.

During the session, George Oule Omoding, the Vice Chairperson of the Pallisa District Entrepreneurs, alleged that Apollo Opongoro, the District Procurement Officer, was involved in an inappropriate relationship with the wife of a fellow staff member.


Oule claimed the allegations had been circulating within the district and urged the district leadership, particularly the Chief Administrative Officer, to address the matter, arguing that such claims could create tension and mistrust among staff.

He warned that unresolved personal disputes among colleagues could undermine teamwork and affect the smooth running of public service.

“If it is true, he should stop because it is dangerous, especially among workmates. It can lead to serious uncertainties,” Oule reportedly said during the meeting.

However, Opongoro firmly denied the accusations, describing them as malicious and aimed at tarnishing his reputation.

“I have never been involved with any staff member’s wife or anyone in town as alleged. These claims are false and intended to damage my name,” he said, cautioning against making unverified public accusations without evidence.

The Chief Finance Officer, Herbert Kirya Sajja, whose wife was mentioned in the claims, also dismissed the allegations. He clarified that while he previously had an administrative disagreement with the procurement officer, it was strictly work-related and had since been resolved amicably.

He emphasized that the matter had no connection to personal or family issues.

District authorities are yet to issue an official statement regarding the incident. The episode has nevertheless sparked broader discussions among stakeholders about professionalism, conduct, and the importance of resolving grievances through formal channels within the public service.
