SOROTI – The Soroti District Council has approved a budget of Shs35.9 billion for the 2025/2026 financial year, reflecting a slight reduction from the previous year’s Shs39 billion. The budget was passed during a full council session held on May 15, 2025, at Soroti Lukiiko Hall, chaired by District Speaker Steven Olebe.
Presenting the budget, Samuel Eyangu, the District Secretary for Finance, Planning, Administration, and Investment, emphasized that the district’s strategic focus remains on improving education and healthcare services.
Education and Health Receive Top Allocations
Education emerged as the biggest beneficiary of the new budget, receiving over Shs14.8 billion. The health sector followed with an allocation of Shs5.3 billion. Eyangu noted that the district’s funding will be sourced from multiple channels, including:
- Shs700 million from local revenue
- Shs29.7 billion from the central government
- Shs924 million from other government transfers
- Shs484 million from donor contributions
Infrastructure Projects Set to Begin
Rose Tino, Chairperson of the Works Committee and Female Councilor for Tubur Town Council, announced that the district will soon commence construction of new boreholes across various sub-counties. She also confirmed that road construction projects are in the pipeline and will commence once funds are released.
On the health front, the council highlighted the pressing need to construct a maternity ward at Lalle Health Center, which is earmarked for an upgrade to Health Center III status. Councilors also discussed a court directive requiring a new health facility in Acuna, urging for its inclusion in subsequent budgets.
Education Sector Faces Ongoing Challenges
Despite receiving the largest budget allocation, the education sector continues to grapple with infrastructure challenges. The Education Committee reported that several schools lack enough desks, resulting in poor learning conditions. Moreover, the committee expressed concern over stalled construction projects, particularly a classroom block at Ogwolo Primary School. The contractor responsible for the project has not yet reported on site and has given no explanation.
Focus on Accountability and Implementation
As Soroti District gears up for another year of development, council leaders called for transparency and efficiency in budget implementation. They urged stakeholders to remain vigilant and ensure that all planned projects translate into tangible improvements on the ground.
