New Pallisa District Service Commission Chairperson Warns Against Bribery in Job Recruitment

By Alfred Opio

The newly elected chairperson of the Pallisa District Service Commission Mr  Stephen Mwanika Leges has issued a strong warning to residents of Pallisa District , urging them to abandon any thoughts of bribery when seeking employment opportunities for their children.

Speaking shortly after assuming office, the chairperson emphasized that his leadership will be guided by transparency, integrity, and strict adherence to merit-based recruitment.

In his address, he made it clear that the era of exchanging money for jobs in the district must come to an end. He cautioned parents, guardians, and job seekers against attempting to influence recruitment processes through corrupt means, noting that such actions undermine fairness and deny qualified individuals the opportunities they deserve.

“Anyone thinking of offering money for jobs should forget it. This office will not entertain or tolerate any form of bribery.”

He stressed that the commission plays a critical role in shaping the district’s workforce by ensuring that competent and deserving candidates are recruited into public service. Allowing bribery, he said, compromises service delivery and erodes public trust in government institutions.

The chairperson reaffirmed his commitment to restoring confidence in the commission by ensuring that all recruitment processes are conducted openly and fairly.

“We must ensure that only qualified and deserving candidates are given opportunities. That is how we build a strong and effective public service.”

He further revealed that his administration will implement strict measures to curb corruption within the commission, including close monitoring of recruitment procedures, involving multiple stakeholders to enhance accountability, and taking disciplinary action against any officials found engaging in malpractice.

The public was also encouraged to report individuals who solicit bribes in exchange for job placements, with assurance that such reports will be handled confidentially and acted upon decisively.

Local leaders and residents have welcomed the firm stance, describing it as a timely intervention in a system that has often been criticized for lack of transparency. Some parents expressed relief, noting that bribery had previously disadvantaged many capable youth who could not afford to pay for jobs.

Teachers and youth leaders also expressed optimism, highlighting that merit-based recruitment will motivate young people to focus on education and skills development rather than relying on connections or money.

“When jobs are given on merit, it encourages our young people to work hard and believe in the system again.”

However, some community members urged the chairperson to ensure that his promises are backed by action, pointing out that similar commitments have been made in the past with limited results due to weak enforcement.

They called for continuous public engagement and transparency throughout recruitment processes, including publishing shortlists and final results for public scrutiny.

In response, the chairperson reiterated his commitment to openness and accountability, emphasizing that recruitment outcomes will be clearly documented and accessible to the public.

“We shall maintain transparency and ensure that the public understands how decisions are made. Anyone found engaging in corruption will face the full force of the law.”

As Pallisa District enters a new phase under the commission’s leadership, many residents remain hopeful that the anti-corruption stance will bring meaningful change. If fully implemented, the measures could mark a turning point in restoring integrity within the commission and ensuring that employment opportunities are awarded based on merit rather than financial influence.
