Extortion at Landing Sites Sparks Outrage in Pallisa

PALLISA — Tension is rising in Pallisa District following allegations of extortion at key landing sites in Obutete Sub-county, prompting strong condemnation from local leaders.

The LC3 Chairperson of Obutete Sub-county, Kenneth Mapera, has issued a stern warning to Beach Management Units (BMUs), accusing some officials of exploiting fishermen through illegal charges.

The controversy centers on Meito and Daraja landing sites, where BMU officials are reportedly demanding between Shs10,000 and Shs15,000 from each boat owner under unclear circumstances.

Mapera described the charges as unfair and exploitative, noting that fishermen are already struggling with economic hardships.

“This kind of behavior cannot be tolerated,” he said. “Our fishermen are working under difficult conditions, and illegal charges only worsen their situation.”

He revealed that within two weeks, fishermen in the area have collectively lost up to Shs1.75 million due to the alleged extortion.

Mapera also dismissed claims that the money is collected on behalf of higher authorities, calling such explanations false and misleading.

He urged fishermen to stop making payments and report any cases of harassment or extortion to authorities, assuring them that action will be taken against those responsible.

Fishermen at the affected landing sites have expressed frustration over the situation.

James Opirisi said he was once forced to pay Shs25,000 in a single day after being threatened with arrest.

“I tried to refuse, but they intimidated me. We are being forced to pay money we don’t understand,” he said.

Joseph Okello, another fisherman, noted that the continued payments are affecting their income and business sustainability.

“Our income is declining because of these charges. We need authorities to intervene,” he said.

The allegations have raised broader concerns about accountability within BMUs, which are mandated to regulate fishing activities and protect community interests.

Local leaders are now calling for urgent intervention from district authorities and security agencies to restore order and enforce accountability at the landing sites.

Residents hope that decisive action will end the extortion and protect the livelihoods of fishermen in Obutete Sub-county.
