Kumi Municipality Moves to End Highway Truck Parking with Church-Backed Yard

Authorities in Kumi municipality have intensified efforts to eliminate roadside truck parking along the highway through a new partnership with the Kumi Diocese, aimed at restoring order, improving safety, and addressing social concerns.

The initiative involves the establishment of a designated truck parking yard on land owned by the diocese, offering drivers a safer and more organized alternative to parking along busy roads.


According to Henry Mugyenyi , the Executive Principal Municipal Engineer, the municipality is in the final stages of signing a memorandum of understanding with the church to operationalize the facility.

“We are finalizing an agreement with the Church of Uganda to provide a gazetted parking area where trucks can safely operate from.”

He explained that the new parking yard is expected to significantly reduce congestion along the highway, as drivers will be encouraged to use the facility for short stops such as meals before continuing with their journeys.

Kumi Municipality Mayor, , noted that truck parking has long been a contentious issue, particularly between restaurant owners and municipal authorities, with previous enforcement efforts often met with resistance.

“This has been a persistent challenge, with disagreements arising whenever we try to regulate roadside parking.”

Beyond congestion, the mayor raised concerns about the wider social impact associated with prolonged truck parking within the municipality.

“Extended truck stays have contributed to increased cases of HIV/AIDS and other sexually transmitted infections, as well as rising commercial sex work involving even young girls.”

He further warned of serious safety risks posed by trucks—especially fuel tankers—parked along the highway, noting that any fire outbreak could lead to devastating consequences.

“Fuel tankers parked along the highway pose a major danger. Any fire incident could result in significant loss of life and property.”

Municipal leaders remain optimistic that the church-backed parking yard will provide a sustainable solution by decongesting roads, enhancing public safety, and addressing social challenges linked to unregulated truck parking.

The move is part of broader efforts by Kumi Municipality to improve urban management and create a safer, healthier environment for residents and businesses..
